Is a terrific judge but his fear of the “galacktashneider,” clouds his thinking.
Although he has flashes of compassion, he seems to operate from a strong ego. He has been the chief ALJ for this office for a while. He argues for argument sake and raises his voice a lot. He is smart, bu never seems prepared and is not up on new regulations or cases at times. Be ready for an unpredictable hearing. He protects his experts from cross examination at times and interrupts questioning as a matter of routine. He does not manage time well and does not seem to respect the time of others well. He often makes unrealistic demands from advocates, especially in the area of getting evidence and neglects the mandates on his office to pursue evidence.
